This kind of lock has nothing to do with the 'admin -l' command. CVS
automatically locks a directory whenever it does anything, in order to
prevent corrupting the repository. CVS _always_ does this. See
http://ximbiot.com/cvs/manual/cvs-1.11.21/cvs_10.html#SEC87 for more
info about locking.

Normally, CVS cleans up after itself, but if the program crashes then
the locks will be left behind.

Make sure you have no stray CVS processes running, make sure nobody else
is accessing that directory, then go to that directory in the repository
and remove files and directories whose names start with '#cvs.rfl',
'#cvs.wfl' or '#cvs.lock'.
