locking cvs and moving the repository

Hi,
I am about to move the cvs repository from one window machine to
another.

First Q: I want to lock the repository before startig the move, so
nothing can be committed to the old repository.
How do I do that?

Second Q: Should I simply copy the entire repository to its new
location? 

Anything else I should know?
