It doesn't look like cvs_acls supports this, so you'll have to write
your own script (or extend cvs_acls to support it).

Question, though: have you considered the possibility that this may be
extremely limiting to users? It is not unusual to rename or remove a
file in the course of normal development (depending on what you're
developing, of course). In Java, it is quite common, since the file name
must exactly match the class name.
