The Attic folder exists in the repository, but not your local checkout. It is not associated with a particular branch, though the individual files within it are.

 

If a user adds a new file with the same name then it will be considered the next revision of that file on the trunk or branch on which the new file was added. If you are adding the file to the trunk, then the file will be taken back out of the Attic. However, if the file is dead on the trunk but active on a branch, then I believe it will remain in the Attic.
