The CVS repository should probably be viewed as a database rather than a
series of flat files which may be viewed as a set of deltas.

That said, I suppose you could use something like committing snapshots
of your CVS repository itself into a monotone repository
(http://savannah.nongnu.org/projects/monotone).

However, this seems like the wrong approach to take as least to my mind
as it may more easily corrupt the internal structure of the RCS file
format should any problems arise during the backup process.
