This error message is typical of an NFS mounted repository where
the local user 'root' maps to the user 'nobody' and does not have read
access to the repository.

You should not put your /cvs/cvsroot/CVSROOT/config file on a partition
for which the root user has no access.

It is recommended that you always avoid using NFS as the path between
your cvs server (or pserver) host and your repository.
