A better way to list projects in repository?

In order to list projects in a repository, I've been using
cvs checkout -c.  However, I noticed that this list appears
to be incomplete, compared to when I 'ls' the directories
in the repository.  Is there a tool available which will
give me a comprehensive listing of what projects reside in
a repository?  For example, I can checkout a project named
foo, but when I do cvs checkout -c, I don't see foo listed.
