Feroz,

As Mark said - CVS is intended to only support the unreserved method of
development.

CVSNT (GPL, free, open source, just like CVS) is an "enhanced" version
that supports reserved method as well (-kx), as well as audit, access
control lists, merge tracking/mergepoints, change sets etc etc.

Pre-compiled binaries are available for Windows, RH Linux, Solaris, Mac
OS X and HPUX, or you can download the source anc compile it yourself.

If you have any questions about CVSNT please contact the CVSNT
newsgroup:

or
