Which password file are you referring to - /etc/passwd or
$CVSROOT/CVSROOT/passwd?
Pardon me if these are obvious questions, but have you read up on how
pserver works (1), and have you read through the troubleshooting
sections of the manual (2)?

It's not explicitly stated in the manual, but the cvs server runs as
root until the system ID (as specified in CVSROOT/passwd) has been
determined and authenticated, at which point CVS switches to the system
ID to perform the actual work.
