This is not valid syntax. The options must all come after the file name.

I will assume that you actually issued the command
cvs update -I -CdP dont.touch

The -C option reverts your file to the latest version in the repository,
discarding all your changes (the original file is actually renamed to
.#dont.touch.[revision]). Therefore, the file is now up to date.
