cvswrappers limitations

Is there any way in which a cvswrappers file can be used per-module rather
than per-repository? When using CVS with cross compilers from embedded
systems, the executable image is typically in ASCII format (one or other
hexadecimal format), but it makes no sense to attempt merges.  Thus the -m
'COPY' feature is useful. But a repository-wide wild-card for filetypes is
rather restrictive.

Alternatively, is there such a thing as a local .cvswrappers file?  I
guess not as it doesn't appear to work and there's no mention in the
manual, but some Googling indicates CVSNT may support this.
