Difference between merging in branch and label on branch?

Folks

Assuming there is a branch that has a number of labels on it. The last label
is the current state of the branch

Is there any difference between specifying the branch name or the last label
on the branch when merging into the head?

E.g.:

Branch BR8 that has the following labels: BR8_B1, BR8_B2, ... BR8_B7.
There are no changes after BR8_B7.

When it comes to a merge is the any difference if I specify "BR8" or
"BR8_B7"?

I suppose this boils down to the question of does a branch merge pull in the
latest code from that branch?

Thanks - Adam
