The CVSGUI project (WInCVS etc) has various GUI's for CVS on different platforms.  The CVSGUI newsgroup is here:
 
Additionally WinCVS is a front end to either CVS server or CVSNT server.  Most users migrating from vss use CVSNT server (which is free/GPL just like CVS and runs on Linux/Unix/Mac/Windows), the newsgroup for which is here:
 
CVS/CVSNT server are very different from VSS, so you may want to consider something like the commercial support offered by the CVSNT developers that includes VSS - like gui and a eBook to get you started (the next release also includes a VS.NET plugin).
 
Finally you will probably want to migrate your VSS database to CVSNT, which is what this does:

Hello everyone,

I have been tasked with the task of migrating our VSS repositories into CVS, and I am looking for any advice.  I consider myself a CVS newbie as I have never ran a cvs server, and have very little experience with it.  However, I do know that it is used for a lot of the OSS projects and is very highly thought of.

Here is what we have:
Both Linux and Windows boxes that could run CVS (I prefer Linux myself).
Our main local fileserver with trusted backups runs Windows 2003 (however, they really don't want any extra processes running on the box - i.e. the actual cvs process).
All of our users are windows based users and would want to use a gui client to access the repositories.
Our VSS admin would like to also use a gui to administer the repositories.

Can you give me any advice on what is the preferred way to go about this?

Has anyone done such a migration.

Are there any cross platform gui's?  (I'd prefer to run cvs on Linux, but let the admin administer via windows, is this possible?)

Is there a preferred/recommended windows client for CVS?
