cannot open /root/.cvsignore

I have CVS 1.11.17 on AIX.

I’m getting an error:

       cvs update: cannot open /root/.cvsignore: Permission denied

It doesn’t seem to really affect anything.

I’ve found a couple of references to this, but none say what the
cause/resolution actually is.
