This sounds like the bug that Derek fixed on or around the first week of
March 2006 and will be available in cvs 1.11.22 (STABLE) and cvs 1.12.14.

You could checkout the STABLE of FEATURE sources (see
https://savannah.nongnu.org/cvs/?group=cvs) and see if that fixes things
for you.

I don't know about CVSNT, you will need to ask http://www.cvsnt.org/ for
help with that one.
