Gentlemen, thank you for your responses. You have confirmed my suspicion with
respect to there being no "limit" to the number of branches. 

Mark,    Thanks for sharing the numbers of branches/tags and experience you
have with their behavior. The point about the revision number is also well
taken. I can see where that could get to be a problem.

I think my next step should be to take this issue up with our server
administrators to see if they would be willing to dig a little deeper into
the problem.
