Use the permissions system of the operating system running CVS Server
(ie: in your case linux). Set the permissions directly on the
repository files (the ,v files).
Alternatively you can use the cvsacl's "patch" or CVSNT (free/GPL - just
like CVS, Linux/Unix/Windows etc) which has the commands chacl, lsacl,
rchacl, rlsacl etc.
