Directories are dissappearing during checkout HELP

Please help!
 
Our cvs repository is Solaris and there is a specific tag, services_PF_2006-0427_2, that when we retrieve it, it looks like it is retrieving fine, but if you watch the file system in another window, you can see that a directory is being retrieved, but as soon as it moves on to the next subdirectory in the root of the project, it deletes the one it just put there!
 
So if you watch it, there is never more than one subdirectory shown at any time - because it is then immediately deleted!
 
Once the checkout finishes, I am left with a project with no subdirectories in it, and just the files that are in the root of my project.
 
We used IBM's WSAD, and its CVS plugin, and it seems to be doing the same thing. 
 
I did a truss on the process, and I'm not great at reading trusses, but I can specifically see a rmdir("dirname.......") for the directories. 

Why in the world is it retrieving and then immediately deleting the directory??
 
We are on version 1.11.19
