Thanks for the reply.  I got to looking closer after you said that and that appears to never have been a good tag - but it still shows as a possible one in the list.  A while ago our box that runs cvs was being hammered and developers were getting time-outs from WSAD when they tried to tag their project (with 5000 files).  I think that must of been one of those that was somehow partially tagged - but failed.
 
So for some reason it does show up in the list, but if you try to retrieve it, you don't really get the files.
 
The developer working on this implied that they knew this particular tag was built and went to production - but i looked through our build history, and this one shows FAILED, so it was definitely not a good tag!

That's because the directory was empty. Apparently, that tag doesn't
exist in any of the files you're checking out.
