For cvs 1.12.14 (not yet released), the 'cvs watch' command will allow
an administrator to use the '-u user' switch to remove watches for
'user' from particular files. This code was added to the CVS version of
the FEATURE branch by Derek on 2006-05-16.
Prior to that, things were a bit more painful and required either
resurrection of the user or explict modification of the CVS/fileattr
file in the repository itself to remove users that were no longer
present.
