No. CVS assumes that once a directory exists in the repository, it will
never disappear. That's why you're getting the error messages you've
received.

In general, you should only remove directories from within the
repository if they have been added by mistake, *and* if they contain no
files in them. Otherwise, leave them in the repository, and handle it by
using 'cvs remove' and the -P option on update/checkout.
