Soft links on VMS

There seems to be an un-resolved issue as to why CVS uses soft links on Unix 
platforms with shadow, however on the VMS side, CVS raw copies all the files 
into the sandbox.  Why is this?  It seems to waste lots of disk space for VMS 
users.  VMS does seem to have the capability of soft link files.
