If the branch was created with a recent feature release of CVS, I believe that
there is a way to determine the base of the branch, but unfortunately I don't
know the details.  If the branch was created using a 1.11.* or older version of
CVS then CVS cannot find the base of the branch.  However, LibCVS (see my sig)
does include a script which will tag the base of the branch for you.  Feel free
to contact me if you are having more trouble.
