Certainly -- adding a file with the same name as a dead file will
"resurrect" the dead file.

That's a problem -- if the latest revision on the trunk is alive, the
file should be in the regular directory, not the Attic.  Some older
versions of CVS had bugs were certain (somewhat unusual) sequences of
operations would resurrect the file but not move it out of the Attic. 
As far as I know, those have all been fixed in the current releases.  In
any event, you should manually move the file out of the Attic.  That
should resolve the strange behavior you're seeing.
