The file's modification time doesn't match what's stored in the
CVS/Entries file.  That indicates that the file may have been locally
modified, so CVS sends the contents to the server so that it can be
compared with the expected contents from the repository to determine
whether it has actually been modified or not.  To avoid that, you have
to preserve the modification times when you copy the files.
