Assumptions:
1) both machines are similar (nearly the same processor, amount of memory, 
free disk space and network interface speed).
2) you can find some tools to diagnose your network.

Things to check for:
A) check for a faulty network connection on the slower machine (could be a 
loose/corroded cable, bad hub or bad card). You are looking for the machine to 
have to retransmit packets (under Linux I would check for the numbers seen in 
an ifconfig listed as errors:0 dropped:0 overruns:0 frame:0 carrier:0 being 
greater than 0).

B) check for a firewall/router some where between the clients and server that 
is applying some kind of throttle.

C) if there may be throttling built into the CVSNT client you are using, i.e., 
ask if someone has seen these problems on
