a small correction to what Arthur said:

This is not fully correct. CVS on Cygwin creates the line endings
configured when you installed Cygwin. If you installed Cygwin to use
Unix line endings, CVS on Cygwin uses Unix line endings. If you
installed Cygwin to use DOS/Windows line endings, CVS on Cygwin uses
DOS/Windows line endings.

And, to be nitpicking again: It is not CVS which is creating the one or
the other line ending. It just opens files as "text" normally (if no -kb
option was given), and lets the run-time system handle the differences.
As CVS on Cygwin uses Cygwin as run-time system, it is Cygwin's decision
what to do with the line endings.
