I am having a bit of a time seeing what your current working directory
permissions are when the CVS command fails.

Using a permissioned user, here is a directory structure I set up:

$ sudo pwd
/home/kbulgrien/cvs
$ sudo tree -p tmp
tmp
`-- [d--x--s--x]  test
    `-- [drwxr-sr-x]  kbulgrien

2 directories, 0 files

I switch to a non-permissioned user kbulgrien and checkout:

$ pwd
/home/kbulgrien/cvs/tmp/test/kbulgrien
$ cvs -d /path/to/repository co sprint/2
cvs checkout: Updating sprint/2
cvs checkout: Updating sprint/2/CPPBuilder6
cvs checkout: Updating sprint/2/CPPBuilder6/MyDLL
U sprint/2/CPPBuilder6/MyDLL/.cvsignore
<snip>

This is not NFS, not Solaris, but it is the same CVS version, and so
the scenario is universally broken for a permission structure I
think you are describing.
