Well, I would like to do all this without messing with the server side.
But hey, it looks like I'm the first one here! I better go take out a
patent on this baby ;-)

If anyone else trips on this post and would like it, I'd be happy to
post it here. It work like this:
patchmaker "Bug # 123"
And spits out a patch for CVS changes with log messages matching the
arg. It even takes regular expressions. E.g.
patchmaker "[bB]ug *# *123"

I've previously posted an older version of it on comp.lang.python
