Hi all,

I've found that since upgrading our CVS server from 1.12.9 to 1.12.13, TopLevelAdmin has stopped working for some clients. No obvious errors occur, but the CVS folder is not created out in the top level directory.

In particular, it doesn't seem to work for the versions of cvs (1.11) shipped with wincvs 1.2, and with cygwin's 1.11 version. It does seem to work with cvs 1.11.17 on cygwin, with any other later clients I've found so far. Rolling the cvs server back to 1.12.9 fixes the issue.

Has anyone seen this before or have any idea what the cause might be?
