I see you've found a solution, but next time there is a different newsgroup for
TortoiseCVS questions:

Also note that I think NONE of what you are doing with putty tunnels and port
forwarding is necessary. TortoiseCVS uses the CVSNT client and that includes
putty and an ssh protocol, your CVSROOT can simply be :ssh:server:/repo or
:ssh:putty-session-name:/repo
Finally - TortoiseCVS works "best" with CVSNT (and yes CVSNT runs on linux and
is GPL/free just like CVS). (note: "best" is a little relative I guess, but
features like changesets, mergepoints etc that TortoiseCVS support are only
"activated" when using a CVSNT server).
