You might check your system to see if cvs2cl.py or cvs2cl.pl is installed.
I think the cvs2cl.py is the one you will want, for windows.
The script will generate a "Changelog" for all of the files and directories inside of the directory you run it in. I don't know if there is a way to tie an eclipse button to the script, but until you figure out how to do that you will want to run the script from the command line and then read the Changelog _file_ that it outputs.
