How to clear files that are checked out in edit by no longer exist user

Is there any cvs commands to remove the non existing usernames that are in the checkedout edit state in the repository CVS/fileattr files? ie. Someone has checked out files in edit but left the company. Since we have the watch on, concurrent editing is allowed, everytime some one checks out that files in edit, the unknown user gets email.
The files that are checked out are not "locked" so "cvs admin -u" will not 
clear these flags.  There are many files all over the repository need to be cleared, manual removal 
is not possible.
