How can i undo the work of some one.
I mean how i can rollback the version of the file
any specific commands

Most likely, the permissions are not set correctly on your repository or
your repository is on some kind of network file systems that does not
treat permissions the way CVS expects.

That happens when someone commits a new revision while you weren't looking.

In CVS terminology, you would "update" to get revision 1.3 .  There are
ways to put the repository back at revision 1.2, but that would mean
undoing someone else's work.
