WinCVS has it's own home page which lists its own newsgroup:

and
http://groups.yahoo.com/subscribe/cvsgui

By defatul WinCVS uses the CVSNT command line client - make sure you are
using a recent version of CVSNT (2.5.03.2382 is the current stable).
