The users are listed in the repository in CVSROOT/passwd.

CVSNT is not CVS for windows (CVSNT runs fine on unix and linux), it is
CVS plus some additional features - one being cvs passwd (though that
particular change may have been packported to CVS 1.12...).
If you are maintaining a CVS repository I suggest you go down to the
local bookstore and get a copy of "Essential CVS" or some other book
that will help you get started.
