Please contact the WinCVS or CVSNT (that's the CVS version you have
installed if you installed a default WinCVS) newsgroups:

TortoiseCVS (again - uses CVSNT and is a windows GUI) has an 'add
contents' function that recursively adds - I'm sure there is some
equivalent in WinCVS.
