"No Such System User"

Hello All,

I am trying to setup a new CVS server and I think that I have followed most
of the instructions.  But when I try to connect remotely I get the above
error "no such system user"
When I try to connect locally that works fine.
Any thoughts?

server: Linux: SUSE 10.3
cvs version: 1.12.12
service = stream;tcp;nowait;cvs(user);cvs(group);/usr/bin/cvs; -f
--allow-root=/home/CVSROOT pserver
