Yup. The problem was around a long time and was fixed in cvs 1.11.19.
The fixed code was provided from Chris Bohn with help from J.C. Hamlin
and Jonathan Gilligan into the cvs-1.11.19 release in 2004. The
following are the related ChangeLog entries in the windows-NT/ChangeLog
file:

That said, it is entirely possible that the latest changes in US laws
about when the Daylight Savings Time is changed may require that the
file be updated. I have no way to test any of the windows API
functionality myself and no strong desire to ever develop directly
on the windows operating system again.

That said, the CVS team stands willing to update the CVS sources to fix
this problem if someone who is a Windows developer is willing to provide
such a fix and test it. In particular, a fine-grained look at how
SystemTimeToTzSpecifiedLocalTime() works will potentially be needed.
