I am not sure if I fully understand your problem.

What is the problem if people have checked out some files? They have
their local repositories. If the people are not there anymore, the
delete their sandboxes. Yes, the CVS history remembers that these people
have checked out versions, but in most circumstance (I know), nobobdy
cares about this. I know no-one who actually uses "cvs release".

Of course, your problem might be that you are using CVS in a "locking"
mode. That is, people have to use "cvs edit" in order to make
manipulations. (I hope I got it right.) If this is the case for you,
your problem might be that these people still have their locks set.

Note, however, that I never used CVS in that mode, so I might have the
details wrong here. If this is your problem, please state so, and I am
sure someone else will give you the details here.
