In that case it appears as though the 'conversion tool' you are using
requires CVSNT - that means it requires CVSNT.  If you are not using
CVSNT then you need to find another 'conversion tool' - one that works
with CVS. I am sure I have seen some over the years. 

CVSNT is not CVS they are almost as different as VSS and VSTS.
