I have had a look at the SF page of VSS2CVS. If I am not completely
mistaken, that program does the following:
1. In a first step, check in the files from VSS to CVSNT with the cvs
command-line interface
2. Afterwards, go through the ,v files directly and modify them every
now-and-then.
While step 1 might work with CVS("home"), step 2 is much more likely to
fail with this approach, unless they do not need to change anything
CVSNT specific.
Additionally note that the authors *strongly* advice to use a CVSNT
version 2.5.x or above. Thus, they might know problems even with CVSNT
2.0 (which is much more compatible to CVS than 2.5).

Indeed, this might be more feasible.
Best regards,
