For that, you'd have to take the issue up with the packager.

Feel free to submit the issue there.
But, that aside, xinetd is not a hard requirement, and probably should
not be defined as such in the package. CVS may be used remotely without
xinetd, and as such, probably should not force xinetd to be installed.
