No. By default, it puts the lock files in the repository with the RCS
files.

Which directive? The lock file location can be set with the LockDir=
keyword in the $CVSROOT/CVSROOT/config file. The temp file directory
can be set by adding the -T option to the server command options in
[x]inetd.conf or by setting $TMPDIR in the server's environment.
