The following code is what is currently used in libtool HEAD:
      _LT_AC_TAGVAR(hardcode_libdir_flag_spec,
$1)='${wl}-blibpath:$libdir:'"$aix_libpath"
The code you show looks to me like it is wrong, binder flags are
specified with -Wl,-bFLAG not -Wl,-b -Wl,FLAG.  It is doubtful that
this is a problem with the HEAD version, but could you try out the
head version and let us know if your problem is still there?
If so, send a detailed bug report so we can sort it out.
