My apologies for having taken so long to respond to this thread.  My hacking 
time is short, and the thread was growing faster than I could read it... :-)

Absolutely.  The FSF will inform me when the paperwork is done, and I have 
recently updated http://www.gnu.org/software/libtool/contribute.html to make 
it as easy as possible for us to accept new maintainers.

You must also agree not to commit anything for which you do not have knowledge 
of the author, and the author has exchanged paperwork with the FSF, except for 
very small patches.
