It all depends on your OS version and the version of GNU libtool that the
pacakge uses. Firstly though, if you use Mac OS X 10.3 you should make sure
that you have 10.3.4 or later, the dynamic linker was improved to such an
extent as to make prebinding unnecessary.
Anyway, if you are using libtool-1.5 or later you just need to make sure
that you have the necessary environment variables set.
MACOSX_DEPLOYMENT_TARGET=10.3 (for example)
LD_PREBIND=1 (the equivalent of using the -prebind flag)
LD_TWOLEVEL_NAMESPACE=1
LD_SEG_ADDR_TABLE=/path/to/seg/addr/table.
Although some older versions of libtool and the current development version
will pass flags like -prebind through to cc when linking, the entire 1.5.x
series will remove the flag, you'd need to preserve it with -Wl, or
-Xlinker, for example LDFLAGS="Wl,-prebind".
