but sometimes might not be needed?

Well, it's needed exactly when ltdl.m4 is needed.

If so, I move to strike it as a showstopper, and worry about it
post-2.0.

Shouldn't this be very easy to fix?

Oh, no doubt.  It's not a showstopper for the release though!
