Sorry, this clearly is an automake question => wrong list.
Normally "foo-config" are plain scripts or programs. Therefore, you
normally will want to install them through automake primaries *_PROGRAMS
or *_SCRIPTS.
e.g.
bin_SCRIPTS = foo-config
