it depends.  as things stand today, no it is not needed.  this is because 
there is a "linux*" match which sets the dep check method to pass_all.  
historically the "linux*" match was not set to pass_all which meant we add to 
add a uClibc target.

so, so long as "linux*" remains "pass_all", there is no need for 
uClibc/dietlibc/whatever-libc specific checks.  perhaps we could insert a 
comment into the current m4 code to this effect ?
